Responsibilities:
Programme Development;
Lead and guide the conceptualization of e-government programs in alignment with masterplans and corporate directions and priorities
Explore new technologies and sell new ideas to stakeholders
Identify opportunities for operational improvements and address the issues that may undermine operational effectiveness
Conduct feasibility studies, preparation of whitepapers and development of prototypes or proof-of-concepts
Programme Management and Adoption;
Oversee the delivery of approved programs within defined scope and objectives
Plan, manage and optimize resource allocation, utilisation and costs in programs
Conduct regular reviews of programs to ensure timely delivery and compliance with service level requirements
Oversee implementation of an effective marketing and communications plan, agencies outreach strategies to drive programme adoption
Stakeholder and People Management;
Develop and enhance stakeholder intimacy by engaging various stakeholders through formal or informal platforms
Encourage talent development by coaching, mentoring and advising employees; challenges others to improve and addresses staff performance issues.
Requirements:
A good university degree with prior infocomm industry and/or public sector experience
At least 12-15 years relevant work experience, with at least 4-5 years managerial experience
Track record of delivering superior results, commanding respect, and assuming leadership roles
Able to think strategically and develop clear and effective plans to implement the strategies
Excellent communication and writing skills
Demonstrated ability to build and maintain relationships with a wide array of people at junior and senior levels and from diverse backgrounds
Operates with excellence in mind in all matters, with the confidence to defend/debate ideas without ego interfering
