• Build and maintain links with international and local experts in building security and foreign government counterparts
“Security-by-Design” Review Process

- Construct cost estimates and bounds for security measures implemented under the “Security-by-Design” review process
- Drive workgroup with MOF to explore enhancements to SBD review process such as sector-specific templates and dovetailing of SBD review process with MOF’s internal processes.
• Individual Project Management
- Work with the owners of “at-risk buildings” to ensure that their buildings have adequate security protection plans to address relevant peacetime and/or wartime threats.

- Review and assess the current critical infrastructure programmes in terms of roles and responsibilities, scope of coverage, depth of study, and other possible enhancements that can be made to the programmes (e.g. audit and review mechanisms).
- Staff the day-to-day administration of programmes, which includes working with domain owners from other ministries on identification of critical infrastructure, and with on protection parameters for critical infrastructure.
- Ensure the proper staffing of the committees which oversee critical infrastructure programmes (e.g. National Critical Infrastructure Assurance Committee (NCIAC))
• State Operational Measures
- Work with Home Team Departments (HTDs) to rationalise state operational measures for the entire range of “at-risk” buildings from Critical Infrastructure to “soft” targets
• High-Profile Targets (HPTs) Framework
- Work with HTDs and other ministries on the framework for identification and protection of HPTs.
• Supporting Levers
- Explore new legislative levers to empower MHA to mandate protection for “at-risk” buildings
- Administer Protected Areas and Protected Places Act (PAPPA) (e.g. advise Minister (HA) on PAPPA application decisions)
- Work on administering and streamlining levers through the development control processes
- Review Financial Circular Minute (FCM), which imposes building security requirements on public sector agencies.
Outreach
• Provide policy guidance for new Singapore Counter Terrorism Security Advisor programme
• Conceptualise Outreach Masterplan for building security, to articulate objectives of outreach, identify gaps in our outreach efforts, and align current local and international building security outreach efforts amongst HTDs
• Build and maintain links with international and local experts in building security and foreign government counterparts
“Security-by-Design” Review Process
• Process enhancements
- Construct cost estimates and bounds for security measures implemented under the “Security-by-Design” review process
- Drive workgroup with MOF to explore enhancements to SBD review process such as sector-specific templates and dovetailing of SBD review process with MOF’s internal processes.
• Individual Project Management
- Work with the owners of “at-risk buildings” to ensure that their buildings have adequate security protection plans to address relevant peacetime and/or wartime threats.
- Lead the Security Review Team to advise the MHA Security Review Panel on the adequacy of building owners’ Security Protection Plans, and provide secretariat support to obtain approval for the plans.
Requirements;
• Good inter-personal and networking skills as the job involves working with multiple agencies and stakeholders across the whole-of-government.
• Strong team player who can also work independently.
• Strong communication and writing skills as the issues involve frequent reporting to senior management in MHA.
• A background in science and engineering, experiences in policy formulation and operational planning and/or good awareness of security issues would be advantageous.
• Specific training in building security will be provided.
