Responsibilities

The Civil Division’s mission is to provide quality legal advice and representation for the good governance of Singapore. We advise the Government and other public sector agencies on legal issues and represent the Government in court proceedings, mediation, negotiations, etc.
The Management Support Officers (MSOs) in the Civil Division assist State Counsels in court proceedings and manage the Civil Division’s Registry of files and the new electronic file management system. The Division’s MSOs also participate in various projects and committees within the Attorney-General’s Chambers.
We are looking for highly motivated individuals, with a good command of English. Successful candidates will be provided with comprehensive training and there is also scope for career progression and development.

Management of Registry

- Manage the Division’s electronic file management system
- Create and maintain custody of files
- Organize archival and destruction of files
- Monitor status of files
- Retrieving precedent files
- Managing Civil centralized mailbox on rotational basis
- Despatch outgoing correspondence
- Record and prepare statistics on work output
- Respond to queries from clients, external agencies and members of public and referring them to the appropriate divisions/officers
- Handle all incoming and outgoing documents
- Any other duties as assigned by the State Counsels and legal executives

Requirements
- All new appointees will be appointed on a two-year contract in the first instance
- GCE “A” or “O” Level Certificate or Nitec/Certificate in Office Skills; or Higher Nitec in Accounting or Certificate in Business Studies
- Competent in MS Word, Excel and Powerpoint;
- Well organized with a keen eye for details, meticulous and committed to delivering high quality work;
- Strong in administrative skills;
- Self motivated; and
- Able to work independently as well as in a team.

Responsibilities

CONTRACT MANAGEMENT

Fire System Contract Management

To supervise the contractor for the provision of service and maintenance at SSC facilities and complexes.
Check and verify their work completion.
Verify and inspect work in accordance and endorse on the service reports.
To conduct regular inspection on the SSC facilities and complexes and ensure that they comply with the Fire Safety standard and requirements specified in the tender specification

Security Contract Management

To supervise the security contract for the provision of security guards at Float @ Marina and other SSC facilities where ad-hoc services are required.
To check on the daily agency guards deployment and their duties to ensure that they comply with the standard duty requirements specified in the tender specification
To supervise the contractor for the provision of service and maintenance at SSC facilities and complexes
To raise quotation approvals in accordance with procurement requirements
Check, verify and inspect before approving for payment for any repair work done
Witness all service and ad-hoc repair maintenance works in accordance with contract requirements or arrange competent person to witness such service maintenance.

CRISIS MANAGEMENT

Fire Safety and Security

To ensure safety of sports participants and event goers and to provide assistance as and when required
To attend to Fire & Security Alarms at all SRCs when key-holders are not contactable.
Attend to all emergencies and crisis situations in relations to threat, fire safety, security, intrusions and terrorism related activities in SSC facilities and upon directions by the Senior Management of SSC or the Regulating Governement agencies
To respond and take immediate actions to all emergency situations

FIRE SAFETY EVACUATION / SCDF INSPECTION

To assist Manager (Fire & Security) in Fire Evacuation Drills
To assist Manager (Fire & Security) in Table Top Exercises
To assist Manager (Fire & Security) in FEP Exercises including drafting and review plans regularly (In-Place Protection Plan)
To assist Manager (Fire & Security) in APP Exercises including drafting and review plans regularly (Arson Protection Plan)
To assist Manager (Fire & Security) in IPP Exercises including drafting and review plans regularly (In-Place Protection Plan)
To assist Manager (Fire & Security) in TEP Exercises including drafting and review plans regularly (In-Place Protection Plan)
Prepare the site to meet SCDF inspections and process FC applications/ SCDF Inspections/ SCDF Operational Survey and other SCDF related operational requirements.

To carry out any other duties as assigned by his Manager (F&S) from time to time.

Requirements
Diploma education with technical background with related Fire Safety and Security Experience
Good interpersonal and communication skills
Able to command and take charge during crisis
Engineering knowledge is essential for maintenance of system
Relevant computer knowledge and applications
3 to 5 years experience preferably on Fire Protection System and Fire Safety Management
Experience with any uniform groups or security experience WSQ qualified
Ex-Uniform personnel with Police, Army or SCDF background, preferably with investigation and risk assessment skills
