Responsibilities
This tempory position (till Dec 2013) is responsible to develop sourcing strategies across all indirect category spend which includes supervising a team of sourcing professionals, driving process efficiency and cost efficacy of the sourcing function as well as meeting the needs of stakeholders while ensuring HPB leverages its overall purchasing power. The individual will have strategic responsibilities for sourcing indirect products and services in a cost effective manner while ensuring that HPB gets the full value from its supplier relationships.
You should demonstrate the ability to streamline operational procedures, perform continuous improvement and present spend report & procurement dashboard to Senior Management. You will establish term / period contracts and framework agreements for board-wide purchases. You will provide advice to the user’s departments and screen all procurement approvals for correctness of submission, procedures and documentation. You are also the custodian of all contract documents, MOUs and agreements. Other duties include conducting end user’s training on IM procurement guidelines, increasing awareness on policy compliance, performing the role of administrator for GeBIZ and HPB’s procurement system.
Requirements
• 8 years or more of relevant working experience in a purchasing-related role
• At least a Bachelor’s degree, preferably Procurement or Supply Chain related
• CPM certification or other relevant professional designation
• e-Sourcing management experience
• Supervisory and managerial experience
• Advanced project management, negotiation, decision making, organizational, and time management skills
• Advanced working knowledge of: Management principles and techniques, Sourcing governance policies and procedures, Auditing and compliance procedures/guidelines, Commodity, supplier industry conditions, trends, opportunities and competition, Overall costs and cost of components (materials, labor, commodities, facilities, shipping, storage, special technologies and services)

Responsibilities
To assist in accounting activities for the Career Centre’s functions of the CDC, including implementing financial policies, maintenance of accounting records, financial reporting, performance accounting, cash management, internal control systems, financial planning and management reporting for the council.
Prepare budget and expenditures forecast for the delegated functions – Career Centre
Ensure that the trust fund for the delegated functions is used according to the objectives stipulated in the agreements.
Ensures that all transactions are captured and payments made are compliance with CDC’s Rules, PA’s financial guidelines and the delegated roles guidelines.
