Responsibilities;
• Strategise, plan and manage the development of operational information systems through the entire Software Development Life Cycle (SDLC)
• Establish user requirements by actively engaging management, engineers, field officers and operators. Understand and challenge user processes/practices and requirements so as to provide solutions to improve operational efficiencies and productivity for the Operation Departments
• Lead in systems integration of synergistic systems including Enterprise IT applications, Water SCADA systems, GIS and sensors.
• Drive system architecting and governance in the areas of operational data management, applications/standards, info security and networks.
Requirements
• Good honours degrees in electrical engineering, computer engineering, computer science or equivalent
• Good working knowledge in some of the following technologies : MS Sharepoint, MS SQL, .NET Framework, Web Service/XML/SOAP, Enterprise Service Bus, JavaScript/jQuery, iOS/Android SDK, ESRI ArcGIS.
• Good understanding of network topologies, protocols and network security including firewall technologies, intruder detection systems and protection against malware/virus attacks/APTs.
• Experience in SCADA systems development and maintenance, project management/SDLC and systems integration/architecting work is preferred

Change Management Consultants
Responsibilities
You will design and implement change management strategies that maximise engagement and garner buy-in from various stakeholders (such as Voluntary Welfare Organisations (VWOs) and social service professionals), so that the desired SS2016 outcomes can be achieved. You will drive changes affecting people, processes and organisation, which arises from deployment of new systems and technology. You will help raise the literacy level of the social service sector so that the sector can exploit capabilities of ICT to improve work processes to support its clients, and complement the systems and processes to be rolled out in the SS2016 ICT Master Plan.
Requirements
You should have a Degree with 3 to 8 years' experience in managing projects, and preferably at least 3 years in managerial appointments. You must be able to adapt ICT to address needs in the Social Service Sector, and have a good understanding of how to excite people with changes. You should preferably have experience in large-scale organisational change effort and knowledge of change management principles and methodologies, as well as be able to work effectively with all levels in an organisation. Diploma holders with more years of experience may be considered too.
